  • Edward Castillo, LCC

    Captain Castillo began his law enforcement career with the Nevada Department of Public Safety/Highway Patrol Division and graduated from the POST Basic Academy in May 2008.  While with the Nevada Highway Patrol, Captain Castillo served as a Field Training Officer and Police Instructor in Emergency Vehicle Operations, Multiple Assault Counter-Terrorism Actions and Capabilities, RADAR/LIDAR, and Prevention of In-Custody Deaths/Excited Delirium and Agitated Chaotic Events.  Captain Castillo joined the Katy ISD Police Department in 2014 where he has served as a Campus Officer, Patrol Corporal, Patrol Sergeant, certified as a TCOLE Instructor and a  PPCT Defensive Tactics Instructor.​

     

    Glenn Cloud

    Officer Glenn Cloud is a Police Officer and Field Training Officer with Katy ISD Police Department. He has been with Katy ISD Police Department for the last 6 ½ years and is an Intermediate Peace Officer. Prior to Katy ISD Police Department, prior to Katy ISD Police Department Officer Cloud was employed with the Waller County Sheriff's Department as a Jailer and Patrol Deputy. Officer Cloud is a TCOLE Instructor, (Former) Narcotics K9 Officer, Texas Mental Health Officer, and (SAFVIC) Sexual Assault & Family Violence Investigator. Officer Cloud has assisted other instructors with (EVOC) Emergency Vehicle Operations Class, Traffic Stop Class, and (CPI) Crisis Prevention Institute Class. Officer Cloud instructs the Canine Encounters and Civilian Interaction with Police classes for peace officers. 

    Clarence V. Howard

    After serving 8 years in the United States Army, Clarence Howard attended the University of Houston Police Academy.  Sergeant  Howard began his law enforcement career with the Katy ISD Police Department in November 2002.  During his time with the Katy ISD Police Department, Sergeant Howard has been certified in several areas of the law enforcement field hold are:, Field Training Officer, Bicycle Patrol, International Police Mountain Bike Association and TCOLE Instructor.  Sergeant Howard instructs the Police Mountain Bicycle Class along with another Officer.  Sergeant Howard was promoted to Corporal in 2013 and to Sergeant in 2013.

    Sergeant Howard is a member of the Texas Municipal Police Officer Association and also a member of the International Police Mountain Bike Association. Sergeant Howard holds a Master Peace Officer license.

    John Hyde

    Officer Hyde began his law enforcement career with the Harris County Precinct 5 Constables Office where he served as a Field Training and Bike Patrol Officer.  In 2002 Officer Hyde joined the Katy ISD Police Department where he has served in various roles to include Bike Patrol, K9 Handler, and Patrol Corporal.  Officer Hyde currently serves as a Field Training Officer, Police Instructor, Firearms Instructor, Firearms Proficiency Officer and is a certified AR15/M16/M4 Armorer.  Officer Hyde has attended numerous firearms training and instructor development classes to keep abreast of new firearms tactics.  Officer Hyde has been instrumental in developing courses in Off Duty Encounters, Patrol Rifle and Rifle Tactics.  Officer Hyde holds a Master Peace Officer license and a Bachelor of Science in Criminal Justice from the University of Houston-Downtown.

     

     

    Giles Shine

    Sergeant Giles Shine is employed by The Katy ISD Police Department as a police officer. He has over 30 years of  experience in law enforcement. He has previously worked for The Matagorda County Sheriff's Department and The Bay City Police Department. His work experience includes 16 years as a patrol officer, three years as a detective, and eight years in traffic enforcement and collision investigation.  Sergeant Shine served for 10 years on The Bay City Police Department Special Weapons and Tactics Team.  He has been a field training officer for Katy ISD since 2006.

    Sergeant  Shine's training includes 240 hours in collision reconstruction training at TEEX, a division of Texas A&M University. Sergeant Shine is also a TCOLE law enforcement instructor. He has had 40 hours of training in RADAR instruction and 50 hours in training in driving instruction from TEEX.

    Sergeant Shine has taught TCOLE approved classes at The Bay City Police Department, The Wharton County Junior College Police Academy, and The Katy ISD Police Department. 

    Hector Torres

    Hector Torres attended the University of Houston Police Academy Downtown where he earned his TCOLE certification. Hector has been in law enforcement for 20 years and holds a Master Peace Officer License. In 2009 he joined the Katy ISD Police Department. Hector is certified in several areas of law enforcement, including Field Training Officer and Bicycle Patrol. Hector was promoted to the Criminal Investigations Division in 2013.  Detective Torres is a Police Bicycle Patrol Instructor.
