Brenda Brashier

Brenda Brashier began her law enforcement career in 1999 with the Brazoria County Sheriff's Department in telecommunications.  In 2002 Brenda left BCSO and moved to Bay City where she worked for 13 years. During her service at Bay City she was in Telecommunications for 3 years and then transferred to the Crime Scene unit for 10 years.  Brenda received her TCOLE Master Telecommunicator certification and is a TCOLE Instructor.

Brenda is an instructor for TCOLE Intermediate Crime Scene and has attended over 270 hours of crime scene class room instruction. During Brenda's time in Bay City she was also the custodian of the property room and evidence and has 32 hours of class room instruction.  With those duties, Brenda was also recognized by the Matagorda County courts as a fingerprint expert and has over 120 hours of class room instruction in that field. 

After leaving Bay City in 2015, Brenda moved to Katy ISD Police Department were she is assigned in telecommunications.  Brenda is a Field Training Officer for new Telecommunicators and also is a DPS instructor for TCIC/NCIC Less than full Access/Full Access.  

Edward Castillo

Sergeant Castillo began his law enforcement career with the Nevada Department of Public Safety/Highway Patrol Division and graduated from the POST Basic Academy in May, 2008.  While with the Nevada Highway Patrol Sergeant Castillo served as a Field Training Officer and Police Instructor in Emergency Vehicle Operations, Multiple Assault Counter-Terrorism Actions and Capabilities, RADAR/LIDAR, and Prevention of In-Custody Deaths/Excited Delirium and Agitated Chaotic Events.  Sergeant Castillo joined the Katy ISD Police Department in 2014 where he has served as a Campus Officer, Patrol Corporal, Patrol Sergeant, certified as a TCOLE Instructor and a  PPCT Defensive Tactics Instructor.​

Glenn Cloud

Officer Glenn Cloud is a Police Officer and Field Training Officer with Katy ISD Police Department. He has been with Katy ISD Police Department for the last 6 ½ years and is an Intermediate Peace Officer. Prior to Katy ISD Police Department, prior to Katy ISD Police Department Officer Cloud was employed with the Waller County Sheriff's Department as a Jailer and Patrol Deputy. Officer Cloud is a TCOLE Instructor, (Former) Narcotics K9 Officer, Texas Mental Health Officer, and (SAFVIC) Sexual Assault & Family Violence Investigator. Officer Cloud has assisted other instructors with (EVOC) Emergency Vehicle Operations Class, Traffic Stop Class, and (CPI) Crisis Prevention Institute Class. Officer Cloud instructs the Canine Encounters and Civilian Interaction with Police classes for peace officers. 

Clarence V. Howard

After serving 8 years in the United States Army, Clarence Howard attended the University of Houston Police Academy.  Sergeant  Howard began his law enforcement career with the Katy ISD Police Department in November 2002.  During his time with the Katy ISD Police Department, Sergeant Howard has been certified in several areas of the law enforcement field hold are:, Field Training Officer, Bicycle Patrol, International Police Mountain Bike Association and TCOLE Instructor.  Sergeant Howard instructs the Police Mountain Bicycle Class along with another Officer.  Sergeant Howard was promoted to Corporal in 2013 and to Sergeant in 2013.

Sergeant Howard is a member of the Texas Municipal Police Officer Association and also a member of the International Police Mountain Bike Association. Sergeant Howard holds a Master Peace Officer license.

John Hyde

Officer Hyde began his law enforcement career with the Harris County Precinct 5 Constables Office where he served as a Field Training and Bike Patrol Officer.  In 2002 Officer Hyde joined the Katy ISD Police Department where he has served in various roles to include Bike Patrol, K9 Handler, and Patrol Corporal.  Officer Hyde currently serves as a Field Training Officer, Police Instructor, Firearms Instructor, Firearms Proficiency Officer and is a certified AR15/M16/M4 Armorer.  Officer Hyde has attended numerous firearms training and instructor development classes to keep abreast of new firearms tactics.  Officer Hyde has been instrumental in developing courses in Off Duty Encounters, Patrol Rifle and Rifle Tactics.  Officer Hyde holds a Master Peace Officer license and a Bachelor of Science in Criminal Justice from the University of Houston-Downtown.

Frank Muniz

Detective  Frank Muniz began his law enforcement career in 1994 with the University of Houston-Downtown Police Department. While working for the University, he became a Field Training Officer and later attained his Police Instructor and Firearms Instructor certifications. After eleven years of service with UH-D, Frank decided to move closer to home and he sought employment with the Katy Independent School District Police Department about thirteen years ago. Wishing to capitalize on his instructor credentials, the school district quickly put him to work in the police department's Training Division.

Since joining the Training Division, Frank has received further training as a Crisis Intervention Train-the-Trainer Instructor (LEMIT at Sam Houston State University), he was certified through the DARE Officer Training Academy (Texas State University's Center for Safe Communities and Schools), and he has also attended the Houston Police Department's Field Training Officer School. After completing HPD's FTO School, he was offered an opportunity to work with TCLEOSE and he was asked to peer review the newly revamped FTO curriculum that was published in November of 2007.

Because of these training experiences Frank now teaches courses in Crisis Intervention Training, Field Training Officer/Instructor School, and he has written and instructs his own curriculum in Handicap Awareness and Enforcement Training. Additionally, since he is fully bilingual in Spanish, he is currently working on TCLEOSE's Intermediate Spanish for Law Enforcement Course. In addition to his instructor duties, Frank is also a member and Range Master for the department's Critical Incident Response Team and a member of the Crisis Negotiation Unit.

Ivan Nelson, LCC

Captain Ivan B. Nelson is a native of Corpus Christi, Texas. Captain Nelson began his career in Law Enforcement in 1986 with the Nueces County Sheriff's Department.  During his tenure with the Nueces County Sheriff's Department, Nelson served in several capacities including Correctional Officer, Deputy Sheriff/Patrolman, D.A.R.E. (Drug Abuse Resistance Education) Instructor, G.R.E.A.T. (Gang Resistance Education and Training) Instructor, Crime Prevention Specialist, and Community Services Division Sergeant. In addition to obtaining his D.A.R.E. and G.R.E.A.T. Instructor certifications, Captain Nelson achieved his TCOLE Instructor certification in 1992. He relocated to Katy, Texas in May of 2000. 

 Captain Nelson joined the Katy ISD Police Department in June of 2000 where he has served in various roles within the Department including D.A.R.E./P.O.W.E.R. Instructor, Community Services Division/D.A.R.E. Supervisor, Campus Officer, Field Training Officer, Patrol Corporal, Patrol Shift Sergeant, Captain of the Operations Division and he currently serves as Captain of the Support Services Division.

 Captain Nelson completed house bill 2684 Texas School Based Law Enforcement (SBLE) Train the Trainer course in 2016.  He has assisted with more than (10) training sessions on SBLE thus far. 

Captain Nelson has been a Peace Officer for more than 30 years and has over 4,500 hours of continuing education through TCOLE. Captain Nelson is a graduate of the Bill Blackwood Law Enforcement Management Institute Leadership and Command College, holds a professional designation of LCC, and has a Master Peace Officer certification.  Captain Nelson has also completed FBI-LEEDA Command Leadership Institute and FBI-LEEDA Executive Leadership Institute courses.

Todd Norsworthy

Captain John T. Norsworthy has over 20 years of Law Enforcement experience combined with the Katy Police Department, Waller County Sheriff's Office along with the Katy ISD Police Department.  Captain Norsworthy holds a Master Peace Officer License with TCOLE.

Captain Norsworthy has been a Field Training Officer since 1998 and has served in that capacity for each department that he has worked for.  While at the Waller County Sheriff's Office, Captain Norsworthy was a member and Team Leader of the Special Weapons and Tactics (SWAT) Team. . He was also the Team Leader for the Snipers of the SWAT Team.  Captain Norsworthy attended a Tactical Commander and Team Leader training course earning a certificate of completion.  As the Team Leader of each division, Captain Norsworthy helped with the planning and training of the team members and snipers.  Captain Norsworthy is also certified as a Diversionary Device Instructor.

Captain Norsworthy is the lead Katy ISD Police Department Instructor for TASER and ALERRT (Advanced Law Enforcement Rapid Response Training).

Giles Shine

Sergeant Giles Shine is employed by The Katy ISD Police Department as a police officer. He has over 30 years of  experience in law enforcement. He has previously worked for The Matagorda County Sheriff's Department and The Bay City Police Department. His work experience includes 16 years as a patrol officer, three years as a detective, and eight years in traffic enforcement and collision investigation.  Sergeant Shine served for 10 years on The Bay City Police Department Special Weapons and Tactics Team.  He has been a field training officer for Katy ISD since 2006.

Sergeant  Shine's training includes 240 hours in collision reconstruction training at TEEX, a division of Texas A&M University. Sergeant Shine is also a TCOLE law enforcement instructor. He has had 40 hours of training in RADAR instruction and 50 hours in training in driving instruction from TEEX.

Sergeant Shine has taught TCOLE approved classes at The Bay City Police Department, The Wharton County Junior College Police Academy, and The Katy ISD Police Department. 

Kevin L. Tabor, LCC

Deputy Chief Kevin L. Tabor was born in Houston, Texas and upon graduating from MacArthur High School spent 6 years in the United States Army where he served as an Infantryman and Military Police Officer. Upon completion of his military service Deputy Chief Tabor graduated as the Honor Graduate of the Houston Community College Police Academy in 1995.  Deputy Chief Tabor has been with the Katy ISD Police Department since 1997 serving in various roles within the department to include Field Training Officer, K9 Handler, Bicycle patrol, Hostage Negotiator and Gang Investigator.  Deputy Chief Tabor holds a Master Peace Officer License and is a graduate of the Bill Blackwood Law Enforcement Management Institute of Texas Leadership Command College as well as holding a Bachelor of Applied Arts and Sciences in Criminal Justice from Midwestern State University.  Along with being a TCOLE Police Instructor, Deputy Chief Tabor is also a TASER  Instructor.

Deputy Chief Tabor is a member of the Texas Municipal Police Officers Association, The Texas Tactical Police Officers Association, The Texas Gang Investigators Association, The Leadership Command College Alumni Association, The Houston Area Police Chiefs Association, The Texas School Districts Police Chiefs Association as well as a past Regional Director for the Texas Association of School Resource Officers.

Hector Torres

Hector Torres attended the University of Houston Police Academy Downtown where he earned his TCOLE certification. Hector has been in law enforcement for 20 years and holds a Master Peace Officer License. In 2009 he joined the Katy ISD Police Department. Hector is certified in several areas of law enforcement including Field Training Officer and Bicycle Patrol. Hector was promoted to the Criminal Investigations Division in 2013.  Detective Torres is a Police Bicycle Patrol Instructor.
