    Chief of Police

    Chief Rider began his law enforcement career in 1990 and has served in both municipal and school district departments. In 1997, he joined the Austin ISD Police Department, serving over 12 years and promoting to Assistant Chief. Since 2010, Chief Rider has had the honor of leading and growing the Fort Bend ISD Police Department by establishing a culture of relational policing where officers are considered educators first. Following an elaborate Safety and Security Master Plan, the department has seen tremendous growth in sworn and civilian staff, while implementing numerous safety and security initiatives at every district facility. To ensure a standard of excellence, the department voluntarily follows 170 best practices in law enforcement, as established by the Texas Police Chief's Association, and was awarded "Recognized" status in 2016.

    Chief Rider has participated in two International Police study programs through the Law Enforcement Management Institute of Texas (LEMIT) at Sam Houston State University, traveling to Poland in 2007 and China in 2011. Additionally, he graduated from LEMIT's Leadership Command College. 

    David received his Bachelor's Degree from Texas A & I University and his Master's Degree in Criminal Justice Management from Sam Houston State University. David and his wife, Jodi, have two children; Haleigh is a graduate of Travis HS and an Architecture major at Texas A & M University, while Haden attends Travis HS and is a member of his high school drum line, a Lance Corporal in the Marines JROTC Program and an Eagle Scout. 

     

     

    Edward Castillo, LCC

    Sergeant Castillo began his law enforcement career with the Nevada Department of Public Safety/Highway Patrol Division and graduated from the POST Basic Academy in May 2008.  While with the Nevada Highway Patrol, Sergeant Castillo served as a Field Training Officer and Police Instructor in Emergency Vehicle Operations, Multiple Assault Counter-Terrorism Actions and Capabilities, RADAR/LIDAR, and Prevention of In-Custody Deaths/Excited Delirium and Agitated Chaotic Events.  Sergeant Castillo joined the Katy ISD Police Department in 2014 where he has served as a Campus Officer, Patrol Corporal, Patrol Sergeant, certified as a TCOLE Instructor and a  PPCT Defensive Tactics Instructor.​

     

     

    Emergency Management Coordinator 

    Mr. Ruben Martinez began employment with Katy ISD in December 2017 as the Emergency Management Coordinator with duties that include developing and implementing a district-wide, all hazards, emergency response plan while facilitating campus safety and security reviews as required by state law and local policies.  Mr. Martinez also coordinates district emergency responses; provides district staff training in security and emergency management and establishes liaison for district emergency efforts with surrounding municipalities.

    Mr. Martinez is originally from El Paso, Texas.  He is a graduate of Texas A&M University and retired at the rank of Lieutenant Colonel after serving 24 years with the United States Marine Corps.
