Henry Gaw
Chief of Police
Chief Henry Gaw, a native Houstonian, began his law enforcement career with the Houston Police Department (HPD) in 1994. Chief Gaw's first police assignment was in patrol, patrolling the north and central neighborhoods of Houston. Chief Gaw ascended through the ranks and was promoted to Assistant Chief with HPD in March 2017. Chief Gaw is proud to have served HPD for 26 years, and now the Katy Independent School District Police Department because he is living out his calling to serve and protect the community. Chief Gaw has had a very blessed career with the Houston Police Department, having served in many different leadership roles and assignments-- Patrol, Investigations, Administration, and over the Command Offices of Patrol Support and Patrol Region 1. Chief Gaw is a strong proponent of Relational Policing and strives for strong relationships and partnerships between the community, private sector businesses, and other law enforcement and governmental agencies to leverage resources and maximize outputs to achieve best results for the overall safety of the Katy ISD community.
Chief Gaw obtained his undergraduate degree in Political Science from the University of Houston and his Masters Degree in Strategic Leadership from Mountain State University. Chief Gaw is a member of the Texas School District Police Chief's Association, Houston Area Police Chief's Association, and Police Executive Research Forum. Chief Gaw holds a Master Peace Officer certification from the Texas Commission on Law Enforcement (TCOLE), and is a graduate of the Senior Management Institute for Police (SMIP) program.
Henry and his wife, Melinda, are proud parents of their two sons, Trey and Jack.
Kevin L. Tabor, LCC
Deputy Chief of Police
Deputy Chief Kevin L. Tabor was born in Houston, Texas. Upon graduating from Macarthur High School in Houston, Texas, he enlisted in the United States Army serving as an Infantryman with the 7th Infantry Division at Fort Ord, California before reenlisting as a Military Policeman with the 1st Cavalry Division at Fort Hood, Texas. Upon completion of his military service, Deputy Chief Tabor graduated as the Honor Graduate of the Houston Community College Police Academy in 1995.
Deputy Chief Tabor has been with the Katy ISD Police Department since 1997 and currently serves as the Administrative Bureau Commander. He has served in various roles within the department, including Support Services Bureau Commander, patrol Corporal and Sergeant, Operations and Support Services Commander, gang investigator, K9 handler, bicycle patrol, TASER instructor, TCOLE police instructor, and hostage negotiator.
Deputy Chief Tabor is a graduate of the Bill Blackwood Law Enforcement Management Institute Leadership and Command College with a professional designation of LCC. He also holds a Master Peace Officer certification and a Police Instructor certification from the Texas Commission on Law Enforcement. Deputy Chief Tabor earned a Bachelor of Applied Arts and Sciences in Criminal Justice from Midwestern State University. Deputy Chief Tabor is also a recipient of the FBI-Law Enforcement Executive Development Association Trilogy Award.
Deputy Chief Tabor is a member of the Katy ISD Police Officers Association, Texas Municipal Police Officers Association, The Texas Tactical Police Officers Association, The Texas Gang Investigators Association, The Bill Blackwood Leadership Command College Alumni Association,The Houston Area Police Chiefs Association, The Texas School Districts Police Chiefs Association as well as a past Regional Director for the Texas Association of School Resource Officers.
Ivan B. Nelson, LCCCaptain-Support Services Bureau
Captain Ivan B. Nelson hails from Corpus Christi, Texas. Captain Nelson began his career in Law Enforcement in 1986 with the Nueces County Sheriff's Department in Corpus Christi. He relocated to Katy, Texas in May of 2000.
Captain Nelson joined the Katy ISD Police Department in June of 2000 where he has served in various roles within the Department including D.A.R.E./P.O.W.E.R. Instructor, Community Service/D.A.R.E. Supervisor, Campus Officer, Field Training Officer, Patrol Corporal, Patrol Shift Sergeant, Captain of the Operations Division, and his current assignment as Captain of the Support Services Division.
Captain Nelson has completed FBI-LEEDA Command Leadership Institute and FBI-LEEDA Executive Leadership Institute courses.
Captain Nelson is also graduate of the Bill Blackwood Law Enforcement Management Institute Leadership and Command College, holds a professional designation of LCC, and has a Master Peace Officer certification through TCOLE.
John Todd NorsworthyCaptain-Operations Bureau
Captain John T. Norsworthy has over 20 years of Law Enforcement experience combined with the Katy Police Department, Waller County Sheriff's Office along with the Katy ISD Police Department. Captain Norsworthy holds a Master Peace Officer License with TCOLE.
Captain Norsworthy has been a Field Training Officer since 1998 and has served in that capacity for each department that he has worked for. While at the Waller County Sheriff's Office, Captain Norsworthy was a member and Team Leader of the Special Weapons and Tactics (SWAT) Team. . He was also the Team Leader for the Snipers of the SWAT Team. Captain Norsworthy attended a Tactical Commander and Team Leader training course earning a certificate of completion. As the Team Leader of each division, Captain Norsworthy helped with the planning and training of the team members and snipers. Captain Norsworthy is also certified as a Diversionary Device Instructor.
Captain Norsworthy is the lead Katy ISD Police Department Instructor for TASER and ALERRT (Advanced Law Enforcement Rapid Response Training).
Ruben Martinez
Emergency Management Coordinator
Mr. Ruben Martinez began employment with Katy ISD in December, 2017 as the Emergency Management Coordinator with duties that include developing and implementing a district-wide, all hazards, emergency response plan while facilitating campus safety and security reviews as required by state law and local policies. Mr. Martinez also coordinates district emergency responses; provides district staff training in security and emergency management and establishes liaison for district emergency efforts with surrounding municipalities.
Mr. Martinez is originally from El Paso, Texas. He is a graduate of Texas A&M University and retired at the rank of Lieutenant Colonel after serving 24 years with the United States Marine Corps.
