Texas Association of School Business Officials (TASBO)
TASBO is an independent, not-for-profit association and the trusted resource for school finance and operations.
Katy ISD's Purchasing Department is an eleven (11) time recipient of the TASBO Award of Merit for Purchasing Operations. This award recognizes Texas school districts, open-enrollment charter schools, and education service centers that are committed to following professional standards in the acquisition of goods and services.

Texas Attorney General
An attorney general opinion is a written interpretation of existing law. Attorney general opinions cannot create new provisions in the law or correct unintended, undesirable effects of the law. State law and Texas Attorney General Opinions establish the minimum requirements for school districts.

Texas Department of Insurance
The Texas Department of Insurance (TDI) regulates the state’s insurance industry, oversees the administration of the Texas workers’ compensation system, performs the duties of the State Fire Marshal’s Office, and provides administrative support to the Office of Injured Employee Counsel – a separate agency.

Texas Education Agency
Texas Education Agency (TEA) is the state agency that oversees primary and secondary public education. TEA’s Financial Accountability System Resource Guide (FASRG) describes the rules of financial accounting for school districts, charter schools, and education service centers. The FASRG is adopted by 19 Texas Administrative Code §109.41.

Purchasing Procedures Manual
All district purchases shall be in accordance with Katy ISD Board Policies (including CB, CBB, and CH) and the Purchasing Procedures Manual.
All district purchasing procedures shall comply with local, state, and federal procurement laws, including the Texas Department of Agriculture’s Administrator’s Reference Manual (ARM) and the Education Department General Administrative Regulations (EDGAR).
