Department of Special Education Leadership

Dr. Gwen Coffey serves as the Assistant Superintendent for Special Education. In that capacity, Dr. Coffey leads and supports district staff in the development of procedures and guidance related to the evaluation and design of special education services and supports.

Dr. Coffey has held several roles during the span of her educational career, including teaching general education, special education, serving as a school counselor and as an assistant principal all at both the elementary and secondary levels. In 2015, Dr. Coffey was named as the principal of Rylander Elementary, and she held that title until moving into the Department of Special Education. Dr. Coffey holds a Bachelor’s and a Master’s Degree from Texas A&M University – Corpus Christi, a second Master’s Degree from University of Houston-Victoria, and a Doctoral Degree from Texas Tech University.

Christopher Rigdon has worked in Special Education for 30 years. Mr. Rigdon has served in other Texas public school systems as an intermediate schoolteacher/team leader, high school campus administrator, adaptive behavior coordinator, and an elementary coordinator. For the last 13 years, Mr. Rigdon worked at Katy ISD as a Special Education Director. Throughout the span of his career, Mr. Rigdon has supported a variety of Special Education programs and age groups. He holds both his bachelor’s and Master’s degrees from the University of Houston-Clear Lake.

Kara Landgrebe began her educational career by earning a Bachelor’s Degree in Exercise and Sports Medicine from the University of Houston before pursuing her educational certificate. She holds a Master’s Degree in Educational Leadership from Lamar University. Over the course of her 15- year career, Ms. Landgrebe has held several roles including a general and special educator, coordinator in school improvement, and assistant principal, before becoming an instructional officer in the Department of Special Education in 2020. In 2022, she was named as Director of Specialized Programs.

 

 

Stephanie Brown has spent her entire career in Katy ISD, supporting both general education and special education students on comprehensive campuses and at the district level. Before stepping into her current role as Director of Specialized Programs, Stephanie served as the Coordinator for Instructional Supports and Inclusive Practices, as well as a Program Specialist for Secondary. Prior to moving to the district office, she played a key role in opening Adams Junior High, working alongside campus administration, and served as the Department Chair of Special Education and the ASIP teacher.

Dr. Amy Brochhausen began serving as a Director of Special Education in 2025.  Previously, she served as the Coordinator for Assessment and Compliance and Appraisal Specialist at the district level for several years.  Additionally, Dr. Brochhausen spent many years as a campus diagnostician and special education teacher at a variety of campuses.  She holds a Bachelor's degree from Baylor University, Master’s degree from Texas A&M University, and a Doctoral degree from University of St. Thomas.
