Katy ISD Earns Superior Financial Rating for 23rd Consecutive Year
KATY, TX [October 27, 2025] – Katy Independent School District has once again earned an “A” rating for Superior Achievement in the Texas Schools Financial Integrity Rating System of Texas (FIRST), marking the 23rd consecutive year the District has received the state’s highest distinction for financial management and accountability.
The Superior Achievement rating recognizes Katy ISD’s commitment to responsible stewardship, transparent reporting and efficient use of taxpayer funds. This year, the District achieved an impressive 98-point score, meeting all key financial indicators established by the Texas Education Agency.
“To maintain a Superior Achievement rating for more than two decades while experiencing tremendous growth across our District is something we are especially proud of,” Katy ISD Chief Financial Officer Christopher Smith said. “This recognition demonstrates that our financial practices not only support student learning but also reflect a deep respect for the trust placed in us by our community.”
The Texas Schools FIRST program, established by the 76th Texas Legislature in 1999 and later amended by the 83rd Legislature, promotes the highest standards of financial accountability among Texas school districts. Its goal is to ensure that public funds are managed effectively and that districts demonstrate fiscal responsibility and transparency, a goal made more significant due to the complexity of accounting associated with the Texas school finance system.
Katy ISD continues to be recognized as a model for sound financial management, consistently balancing student enrollment growth with prudent fiscal oversight.
