Parent Complaints

Usually, student or parent complaints can be addressed informally — by a phone call or a conference with the teacher, assistant principal, or campus principal, as appropriate. For those complaints that require a more formal process and cannot be resolved at the campus level, the District has established a standard complaint process which is addressed in Board Policy FNG (LOCAL). A student or parent who has a complaint may access the FNG process as long as the request is made within 60 days of the date the parent first knew, or with reasonable diligence should have known, of the decision or action giving rise to the complaint.

To locate the complaint forms, Please Access MyKaty and sign in using your parent ID. In MyKaty, select the Parent Complaints folder, then choose the applicable complaint form.

Prior to or at the time of the Level One conference, the student or parent shall submit the form outlining the complaint, any evidence, and the solution sought. If unresolved after the written decision following the Level One conference with the lowest level administrator who has the authority to remedy the complaint, the student or parent must submit the Level Two Appeal form within twenty (20) business days of receipt of the Level One decision. If a complaint is still unresolved after a Level Two decision, the district provides for the complaint to be presented to the Board of Trustees, and the student or parent must submit the Level Three Appeal to the Board form within twenty (20) days of the receipt of the Level Two decision. Administrators receiving a complaint that has not gone through the proper channels cannot respond to a complaint other than referring it back to the appropriate person for resolution. Therefore, complaints can be handled in a more efficient manner if the issue is addressed at the correct level first.

If the student or parent will be represented in a conference at any level by an attorney, the District must be notified in advance of the conference so that the administration can obtain equal representation. Failure to do so will result in the need to reschedule the conference.

Parents may learn more about complaints in the Discipline Management Plan and Student Code of Conduct, General Notices, “Complaints.”  Parents can request electronic copies of the forms via email from Legal@katyisd.org.
