Office of Other Languages

The Office of Other Languages provides district campuses with guidance on the implementation of state and federal regulations regarding program services for emergent bilingual (EB) students enrolled in Kindergarten through Grade 12.  The purpose of this is to ensure that EB and immigrant students attain English proficiency and develop high levels of academic achievement in English, and meet the same challenging State academic standards that all children are expected to meet.

The Office of Other Languages provides campuses with training and support in the areas of effective second language acquisition methods and program compliance, which include:

  • English Language Proficiency Standards (ELPS)
  • Bilingual Education Program (Kindergarten - Grade 5)
  • Elementary ESL Program (Kindergarten - Grade 5)
  • Secondary ESL Program (Grades 6 - 12)
  • Language Proficiency Assessment Committee (LPAC) Framework
  • State Assessments for EBs/ELs 

Additionally, the Office of Other Languages manages the EL District Testing Center as well as operates and facilitates district-wide Parent Centers that offer classes to the parents of EBs/ELs and/or immigrant students enrolled in the district.

Meet the Director

Rosela (Rosie) Pratt serves as the Director of ESL & Bilingual Programs in Katy ISD, bringing 40 years of extensive experience in education. 

In this leadership role, she is instrumental in the development, implementation, and ongoing enhancement of ESL & Bilingual programs.  Mrs. Pratt advocates for the needs of ESL and bilingual students, ensuring that district policies are aligned with cultural and linguistic diversity, while overseeing both instructional strategies and compliance requirements within the department. 

Mrs. Pratt is bilingual-certified with a Bachelor of Arts and a Master’s Degree in Education, highlighting her dedication to the success of all learners. She is committed to fostering a transformative educational experience that empowers students to excel academically and professionally, while promoting cultural diversity and language equity within the school community.
