Local TIA Expansion

This section is designed for Internal Personnel (District Content Experts and Leadership) responsible for managing the expansion of the Teacher Incentive Allotment into new teaching assignments.

Internal Personnel: TIA Expansion Application & Timeline

The expansion of TIA in Katy ISD is a multi-year commitment guided by our belief that success is determined by a "holistic system" that rewards long-term excellence. Content experts must follow the Integrated TIA Expansion Timeline to ensure every phase is met with fidelity.

1. Local Expansion Application Process

District Content Experts must submit a formal application to the Human Resources - TIA Coordinator to propose new teacher eligibility by the last business day in December of the a given school year. The application requires:

  • Strategic Alignment: Justify how the expansion supports the district mission and specific goals like Goal 4 (Effective Assessments) and Goal 6 (Attracting/Retaining Staff).
  • Stakeholder Engagement: Summarize meetings or focus groups held with teachers to "honor all voices" during the design process.
  • Growth Measure Design: Select and detail a Primary Student Growth Measure (e.g., Pre-test/Post-test or Student Portfolio) that shows a "clear correlation to teacher effectiveness".
  • Reliability Plan: Provide a detailed plan for "inter-rater reliability" and rubric calibration to ensure equitable scoring across the district.

3. The "Full Readiness" Recommendation

At the conclusion of the Expansion Pilot (Phase 3), Content Experts must submit a Full Readiness Recommendation form. This serves as the formal signal that:

  • The system is reliable and the data aligns with expected growth targets.
  • Assessment results consistently reflect teacher impact across pilot classrooms.
  • All appraisers and teachers have completed mandatory calibration and training sessions.
