Lance Redmon, President

Lance Redmon was elected to Position 2 on the Katy ISD Board of Trustees in May 2019. He has been a volunteer for the Katy ISD Education Foundation Board, Katy Improvement Council, and the PTA.  Redmon is also a graduate of Katy ISD's Leadership Katy. He has also served his local church and Katy Youth Basketball as a coach.  As the president of Specialized Building Systems, Redmon graduated from Rice University and Southwestern Baptist Theological Seminary. He and his wife, Bradi, have lived in Katy for 37 years and have three children currently enrolled in Katy ISD schools.

Dawn Champagne, Vice-President

Dawn Champagne has called Katy home since 2001 and has been a dedicated community volunteer from the very beginning, starting at St. Peter’s United Methodist Church. There, she served as a Sunday School teacher, Vacation Bible School leader, president of the Mothers’ Share Group, parenting class leader, Women’s Retreat board member, and mission trip chaperone.
Champagne’s commitment to youth extended into Scouting, where she volunteered as a Girl Scout troop leader, Scouts religious class teacher, Boy Scouts nominating committee member, and Cub Scout secretary. She also served with National Charity League as a board member, volunteered with numerous Katy-area organizations, and founded the Mighty Mask Makers, a group that donated more than 3,000 masks to first responders, hospital patients, teachers, and others in need. Champagne also spent many years as a Junior Achievement teacher.
She began volunteering in Katy ISD in August 2002 when her oldest child entered kindergarten. Champagne has served in a wide range of leadership roles across the campuses her children attended. At Taylor High School, she was PTA president, vice president of Project Grad 2018, pizza sales coordinator, counselor coordinator, and a choir trip chaperone. At McMeans Junior High, Champagne served as a PTA board member, 8th Grade Dance president, and office aide for choir and band. She was honored as Volunteer of the Year at both schools. At Exley Elementary, Champagne served as PTA president, room mom, and banking leader, and received PTA Lifetime Membership Awards from both McMeans and Exley.

Districtwide, she has contributed her time to Campus Advisory Teams, Bond Advisory Committees, Katy Leadership, the Katy Council of PTAs, as a GT test proctor, and as a KEYS Mentor.

Since 2018, Champagne has served as a Katy ISD Board Trustee, holding leadership roles including board secretary, TASB director, and member of the Finance, School Naming, Teacher of the Year, and Safety & Security committees. She has completed more than 230 credit hours of training through the Texas Association of School Boards.
Champagne holds two degrees from the University of Houston: a Bachelor of Science in Consumer Science and Merchandising, earned magna cum laude, and a Master of Business Administration. Before moving to Katy, she worked for the Social Security Administration from 1988 to 2001 as a claims representative. In that role, Champagne processed retirement, survivor, and disability claims; counseled clients on retirement planning; and wrote legal determinations involving complex family and disability matters. That experience shaped her ability to connect with people from all walks of life and reinforced her belief and sense of understanding that people sometimes just need to be heard.  
She is married to Brett and they have three children, Connor, Alexis and Brenna, all Taylor High School graduates.

James Cross, Secretary

James Cross has proudly served the Katy ISD community for over two decades, bringing a lifetime of dedication to education. A retired principal with an extensive leadership background, he led Beck Junior High from 2005–2009 and Cinco Ranch High School from 2009–2022, overseeing over 3,200 students and 300 staff at the latter.

A committed community member, Cross volunteers with organizations like the Ballard House, Feed the Hunger, and the YMCA, and is actively involved with the Katy Education Foundation, Katy Area Retired Educators, and various Katy ISD mentorship and support programs. His contributions have earned him several statewide honors, including Texas PTA Secondary Principal of the Year, Texas Journalism Educators Association Principal of the Year, and the Texas Agricultural Teachers Association Principal of the Year.

Cross and his wife, Mitzi, have two daughters, both of whom are Katy ISD graduates, with one teaching in Katy ISD and the other pursuing a career in special education. He is also a proud grandfather to two grandchildren currently attending Katy ISD schools.
Cross currently serves as Executive Director of the Southeast Texas Education Coalition. He holds a B.A. in History and an M.Ed. in Educational Leadership from Texas Tech University.

Jim Davidson, Member

Jim Davidson was elected to the Katy ISD Board of Trustees in May 2026. A lifelong member of the Katy community, he has lived within Katy ISD for 41 years and resides in the City of Katy with his wife, Kelli, and their two school-aged children, both current Katy ISD students.
Davidson brings extensive leadership experience from his career as a partner at the global consulting firm ERM, where he held operational and commercial leadership roles. He holds a Bachelor of Science in Bioenvironmental Sciences from Texas A&M University and has completed postgraduate studies at the University of Houston.

Deeply involved in community service, Davidson serves as a regional leader for F3, organizes and fundraises for Eagles Wings, volunteers with the Manna House, participates as an alternate commissioner for the City of Katy Planning & Zoning Commission, sits on the board of Keep Katy Beautiful, and supports Feed the Hunger.

His commitment to Katy ISD is long-standing: a graduate of the district himself, he is an investor in the Katy ISD Education Foundation, supports Katy Elementary’s Giving Tree, and actively volunteers at school events such as Fun Food Fridays, 8th Grade Dance setup, Senior Sunrise decorating, chaperoning dances, and field trips. Davidson and his family are dedicated to strengthening the district, its students, and the wider Katy community.

Rebecca Fox, Member

Rebecca Fox moved to Katy when the district had 32,000 students and has watched it grow during her 23 years here. She served as a member of the Katy ISD Board of Trustees from 2004-2019 and was elected again in 2021. Fox has held every officer position, including three times as president of the Board.  She is a graduate of the class of 2007 Leadership TASB (Texas Association of School Boards) and has earned the distinction of Master Trustee. Fox is also a member of the TASB Legislative Advocacy Network. During her time as a Trustee, she helped establish the vision for the Katy ISD Education Foundation and is a groundbreaking investor.  

Fox holds a Bachelor of Science degree in Consumer and Family Science from Southeastern Louisiana University and works part-time as a motivational speaker and parent educator. Previous to moving to Katy, she and her husband of 37 years lived in six countries with his job in the oil business. Once they moved here, they realized the exceptional quality and opportunities Katy offered and chose to make it their home. Fox and her husband have two children, graduates of Cinco Ranch and Seven Lakes high schools, and both graduated from Texas A&M University. 

A parent and long-time volunteer, she has served on PTA boards at Hayes Elementary, Creech Elementary, Beck Junior High and Cinco Ranch High School, where she was named Volunteer of the Year. Fox has served on district committees such as the Campus Advisory Team, bond committees and rezoning committees.  She also served three years as an executive board member of Katy ISD Volunteers in Public Schools. Fox continues to volunteer in schools across the district through KEYS mentoring, teaching Junior Achievement, participating in Promise-to-Read and a variety of other programs.  She has also volunteered throughout the community with the National Charity League-Star Chapter, Pregnancy Help Center, Youth groups, Second Baptist Church, and Raise-Up Families.

Because of her commitment to service, Fox has been recognized with numerous awards, including Volunteer of the Year, Texas PTA Lifetime Membership and Extended Service Award, Citizen of the Year by Katy Area Chamber of Commerce, Top 100 Women of Katy by Katy Magazine and the Backbone of Katy Award by the Noyes Foundation.

Nathan Shipley, Member

Nathan Shipley was elected to the Katy ISD Board of Trustees in May 2026. He has been a part of the Katy ISD community for 44 years and lives in the Firethorne subdivision with his wife, Danielle, and their three school-aged children, all of whom are enrolled in Katy ISD.
Shipley works as a consultant and executive director at Circana. He earned a Bachelor of Business Administration with a marketing focus from the University of Houston and is a Katy ISD graduate, having attended Katy High School, McDonald Junior High, and Winborn Elementary.

Shipley participates in community service as a board member of Fort Bend County MUD 151, has coached Katy Pony Baseball and Katy Youth Basketball, volunteered as an EMT, and supports activities at his church.

His involvement in Katy ISD includes serving on the Katy ISD Bond Advisory Committee and supporting Wolman Elementary PTA, WoodCreek Junior High PTA, WoodCreek Junior High Band Boosters, Wolman Elementary GUIDES program, and the Katy Bengal Brigade/Cheerleaders Booster Club. Shipley is committed to helping students succeed, supporting teachers, and strengthening connections between schools and the community.

Cicely Taylor, Member

Cicely Taylor was elected to the Katy ISD Board of Trustees in May 2026. She has been a part of the Katy ISD community for 20 years and resides in Grand Lakes. Taylor and her late husband, Steve, are the loving parents of two adult children and proud grandparents.

With a lifelong passion for education, she brings years of experience in education administration through her work with Acelero, Inc. Taylor earned her B.A. from Colby College and an M.Ed. from the University of Texas at El Paso. Her connection to Katy ISD runs deep. Taylor has served on the Campus Advisory Team, mentored through KEYs, and participated in Leadership Katy as part of the Class of 2025–2026.

She is dedicated to ensuring every student has the opportunity to succeed, supporting teachers, and fostering meaningful connections between schools and the broader community. Taylor’s commitment is rooted in her belief that a strong, engaged community makes a difference in every child’s life.
