Addressing The Board

Katy ISD Open Forum

Public Comment-At every meeting of the Board, including special-called meetings and committee of the whole workshops, the Board shall allot time to hear persons who desire to make public comment to the Board about posted agenda items prior to their consideration or action on the item. Persons who wish to participate in this portion of the meeting shall register to speak in advance as determined by administrative regulation. No presentation shall exceed three minutes.

Citizen Participation-At each regular meeting, the Board shall allot 30 minutes to hear persons who desire to make comments to the Board. Persons who wish to participate in this portion of the meeting shall register to speak in advance as determined by administrative regulation.

Speakers shall provide their first and last name and shall indicate the topic about which they wish to speak. Those patrons who do not provide their first and last names shall not be allowed to speak.

No presentation shall exceed three minutes, and only the first 20 speakers who sign up or their designee shall be allowed to speak. If more than ten speakers sign up, the 30 minutes will be divided among the speakers. As a speaker’s name is called, only one person may approach the podium microphone and address the Board. A registered speaker must personally make his or her presentation during the designated time. Any registered presenter who is absent from the meeting or attempts to allow another person to present for him or her shall forfeit the opportunity to address the Board at that meeting.

A member of the public who addresses the body through a translator shall be given no more than six minutes in order to ensure that non-English speakers receive the same opportunity to address the Board.

Your Turn to Speak ...

Individuals who wish to participate in the public comment portion of a meeting may do so by signing up in advance of the meeting. To sign up to speak, that individual must send an email to publicspeakers@katyisd.org by 2:00 p.m. on the day of the meeting, with your name and specific topic of discussion. Please also include your mailing address, list the number(s) of specific agenda items you intend to address and designate whether you reside in Katy ISD and if you have children in Katy ISD Schools. Speakers who have signed up by the 2:00 p.m. deadline and provided the required information will be called to speak. Speakers that fail to sign up in advance with the required information will not be called to speak. At the outset of Public Comment (about 5:00 p.m.), speakers that properly signed up in advance will be called forward individually and allowed to address the Board. Please note participation in public comment will remain governed by Katy ISD Board Policy BED.

  • The Katy ISD Board of Trustees invites community members to address the Board during the open forum portion of each Regular meeting.  Public audiences are subject to the following guidelines.
  • If speakers wish to share written material with the Board, it should be of a non-confidential nature and 10 copies of the material should be provided to Secretary for Board Services before the meeting begins. 
  • Persons who wish to participate in the open forum portion of the meeting shall provide their first and last name, and shall indicate the topic about which they wish to speak.  Patrons who do not provide their first and last name will not be allowed to speak.
  • A total of 30 minutes is allotted for open forum non-agenda items, with the time divided evenly among speakers. The maximum time allowed for any speaker is 3 minutes. Speakers who signed up to speak on posted agenda items will be allowed 3 mins to speak. Speakers who signed up to speak on non-agenda topics will be limited to the first 20 speakers.
  • The use of audiovisual equipment, posters or displays during a presentation is not allowed.
  • The Board does not respond directly to comments nor answer questions asked by speakers.  Texas law does not allow the Board to discuss or take action on any issue presented during the Open Forum unless the item has already been posted for action on the meeting agenda.
  • Speakers must limit comments to issues that can be presented in a public forum. Complaints about student discipline, specific student issues or personnel must be addressed through appropriate administrative channels. Employees or members of the public are reminded that they must follow and exhaust all administrative remedies prior to presenting complaints about a student matter or district personnel to the Board. 
  • The Board shall not tolerate disruption of the meeting by members of the audience and may request assistance from law enforcement officials to have a disruptive person removed from the meeting.
