Meet the Board Members

Joe M. Adams, President
Position 1 Term Expires 2013
Joe M. Adams has served on the Katy ISD Board of Trustees since 1989. Having held every position at least once, this is his fourth time to serve as president of the Board. Adams also serves as a director on the Gulf Coast Area Association of School Boards and has served on the Texas Association of School Boards (TASB) Board of Directors since 2011. He is on the Board of Directors of the Southern Federal Credit Union.
Adams spent 30 years in the oil and gas business, working for several service/drilling companies in New Orleans, Dallas, London and Cairo, Egypt. Since 2005, Adams has owned and operated Budget Blinds and Bluebonnet Painting and Renovation in Katy.
Adams holds a B.B.A. in marketing from Texas A&M. He and his wife Donna have been married for 37 years and have two grown children and three grandchildren. He is a deacon at Kingsland Baptist Church and his hobbies include woodworking, spending time with grandchildren and piloting private planes. |

Rebecca Fox, Vice President
Position 2 Term Expires 2013
Rebecca Fox has served as a member of the Katy ISD Board of Trustees since 2004 in the capacities of treasurer and secretary. She is a graduate of the class of 2007 Leadership TASB (Texas Association of School Boards) and has earned the distinction of being named a Master Trustee. She is also a member of the TASB Legislative Advocacy Network.
Fox holds a Bachelor of Science degree in Consumer and Family Science from Southeastern Louisiana University and works part-time as a motivational speaker and parent educator. Married for 23 years, she and her husband have two children.
A parent and long-time volunteer, Fox has served in leadership on PTA boards at Hayes Elementary, Creech Elementary, Beck Jr. High and Cinco Ranch High School, where she was named Volunteer of the Year. She has served on district committees such as Campus Advisory Team, Bond Committees and Rezoning Committees, and served three years as an executive board member of Katy ISD Volunteers in Public Schools. She continues to be involved in schools across the district through KEYS Mentoring, teaching Junior Achievement, Promise-to-Read and a variety of other programs. She was awarded the distinction of PTA lifetime member for her dedication to students, families and community.
Fox is active in her church and community service through National Charity League and is a board member at the Pregnancy Help Center.

Robert Shaw, Secretary
Position 6 Term Expires 2012
Robert Shaw has been a member of the Katy ISD Board of Trustees since 1997 and is currently serving in his fifth term. A graduate of Oklahoma State University, he is employed by Aker Solutions, a Houston engineering company. Robert and his wife Cindy have been married for 38 years and residents of Katy for the past 34 years. Robert and Cindy have three grown children, all graduates of Katy High School. His oldest son, Charles, is a graduate of Texas A&M University with a degree in Computer Science and currently employed as an Embedded Software Engineer for Boeing in Mesa, Arizona. Daughter Allison, is a graduate of Texas State University with a degree in Fashion Merchandising. Son Jeffrey, is a graduate of Texas A&M University with a degree in Mechanical Engineering and currently employed by Cronus Technology, Inc. in Houston.
Prior to his board service, Shaw served the district as a UIL swim referee, served on the Katy ISD Plan Committee, is a past vice president of the West Houston Aquatic League, past president of the Tiger Swim Club, and former membership chairman and concessions chairman of the Katy High School Athletic Booster Club. He and his family are members of the First United Methodist Church of Katy.

Neal Howard, Treasurer
Position 7 Term Expires 2012
Neal Howard was elected to the Katy ISD Board of Trustees in 2009. He is a graduate of Rice University with a Bachelors of Science in Chemical Engineering, holds a Masters in Business Administration from the University of Virginia, and is a licensed petroleum engineer in the state of Texas. He works in business development for Occidental Petroleum and serves on the Engineering Registration Committee of the Society of Petroleum Engineers.
Howard has served Katy ISD on the 2002 Bond Committee and as ExxonMobil Science Ambassador for Fielder Elementary and Cinco Ranch High School, volunteering in the classroom and leading field trips related to improving math and science education. He was a member of the Leadership Katy class of 2004.
Howard has also served the Katy community as a small group leader at Grace Fellowship United Methodist Church, where he has led adult, high school, and junior high groups. He serves on the Young Life-Katy Adult Committee and has coached for eight seasons in Katy Youth Basketball. He is currently a member of the Rice Belt Basketball Chapter of the Texas Association of Sports Officials.
Neal and his wife Peggy have been married for 22 years, moved to Katy in 1994 from Midland, Texas, and have two children in college and two children attending school in the District.

Henry Dibrell, Sergeant-at-Arms
Position 5 Term Expires 2014
Henry Dibrell was elected to the Katy ISD Board of Trustees in May 2011 and serves as Sergeant-at-Arms. Dibrell is a graduate of Northwestern State University where he holds a B.S. in marketing. He is also a licensed minister.
Currently, Dibrell works as Executive Director of the Amobi Okoye Foundation. He is active in the community and is a former member of the Board of Directors of Lifehouse Houston, Houston Police Department’s Youth Police Advisory Council and Somebody Cares Houston’s Board of Advisors. Dibrell is a member of the Katy High School Band Booster Club, the Katy Bengal Brigade Booster Club and is a flag football coach at Crosspoint Church in Katy. He is also a member of the Blue Key National Honor Fraternity where he received the Dean Nicolus Award.
Dibrell lives in Katy with his wife, Delia, and four children.

Bill Proctor, Member
Position 3 Term Expires 2014
Bill Proctor was elected to the Katy ISD Board of Trustees in 2011. He holds an AS Degree in Business from the Junior College of Broward County, a BS Degree in Business, an MS in Education, and a PhD in Education from the Florida State University. He is retired.
Proctor served for eighteen years as the Executive Director of the Florida Council for Education Policy, Research and Improvement and its predecessor board the Florida Postsecondary Education Planning Commission. These boards had a statutory responsibility to provide educational research and public policy recommendations to the Florida Legislature, the Office of the Governor of Florida, and the Florida State Board of Education. He also served as the Assistant Executive Director of the Florida Community College System and Vice President of the College at Pasco-Hernando Community College in Dade City, Florida.
Proctor was Florida’s representative to the State Higher Education Executive Officers Association and was on the Board of Directors of the National Post Secondary Cooperative of National Center for Educational Statistics, which is part of the U. S. Department of Education. He is currently a member of the Association of Professional Educators, the Association of Texas Professional Educators, and the Katy Chapter of the Association of Texas Professional Educators.
Proctor is a KEYS mentor with Katy ISD, a member of the Katy Chamber of Commerce, serves with the Katy Higher Education Task Force, and is a member of the Katy Tea Party.
Bill and his wife, Mary Lou, have been married for 41 years, attend St. Bartholomew Catholic Church and have resided in Katy for seven years. Their son, Kelly, resides in Dallas.

Terry Huckaby, Member
Position 4 Term Expires 2014
Terry Huckaby was elected to the Katy ISD Board of Trustees in May 2011. He attended Lamar University and Stephen F. Austin State University and holds a B.S. in Kinesiology/Biology. He also completed a MSEd in physiology and education administration.
Huckaby works as a physics, chemistry and biology teacher in Cypress-Fairbanks ISD. He has lived in Katy for 12 years and serves his community as president of the Creekbend Estates HOA. He also serves on the TSTA/Cy-Fair Executive Board as Regional Treasurer.
