Research, Assessment, and Accountability


 State Accountability Ratings

State accountability ratings are based on a framework of four indexes that are used to evaluate the performance of each public campus and district in the state. The framework includes a range of indicators to calculate a score for each index and enables a thorough assessment of campus and district effectiveness.

Accountability ratings are based on achieving a target established for each performance index.
Index 1: Student Achievement: provides a snapshot of performance across subjects.
Index 2: Student Progress: measures year-to-year student progress by subject and student group.
Index 3: Closing Performance Gaps: tracks advanced academic achievement of economically disadvantaged students and the lowest performing racial/ethnic student groups.
Index 4: Postsecondary Readiness: emphasizes the importance of earning a high school diploma that provides students with the foundation necessary for success in college, the workforce, job training programs, or the military.   

Three labels are used to rate the overall performance of districts and campuses – Met Standard, Met Alternative Standard, or Improvement Required – as determined by the four indexes.

2017 Accountability: For the fifth year in a row, Katy ISD and all campuses in the district were rated Met Standard (100%).

Distinction Designations

Distinction designations are awarded in recognition of outstanding achievement in specific areas. Campus distinctions are based on indicators of student performance in comparison to forty similar campuses. 

Distinction designations are awarded in the following areas: 

  • Academic Achievement in Reading/English Language Arts (campus only)
  • Academic Achievement in Mathematics (campus only) 
  • Academic Achievement in Science (campus only) 
  • Academic Achievement in Social Studies (campus only) 
  • Top 25 Percent: Student Progress (campus only) 
  • Top 25 Percent: Closing Performance Gaps (campus only) 
  • Postsecondary Readiness (campus and district)

Community and Student Engagement (CaSE)

Texas Education Code §39.0545, as added by House Bill 5, 83rd Texas Legislature, requires all districts to evaluate the district’s performance and the performance of each campus in community and student engagement. All school districts and charters are required to assign a performance rating of Exemplary, Recognized, Acceptable, or Unacceptable to the district and each campus for overall performance and the following categories:

• Fine arts
• Wellness and physical education
• Community and parental involvement
• The 21st Century Workforce Development program
• The second language acquisition program
• The digital learning environment
• Dropout prevention strategies
• Educational programs for gifted and talented students

Statute also requires that local committee(s) determine the criteria that the district uses to evaluate and assign a status regarding compliance with statutory reporting and policy requirements.

School Report Cards

 Katy ISD is sharing information about the State, district and your child's campus as part of our state legislative requirements.  Copies of the 2016-2017 School Report Cards for the State, district and your campus are available for your review in the front office of our school, or online here .

The US Department of Education requires each district that receives Title I Part A funding to share the state, district and campus-level federal report cards. Copies of the 2016-2017  Federal Report Cards are available for your review in the front office of your school, or online here .


Texas Academic Performance Reports (TAPR)

The Texas Academic Performance Reports (TAPR) pull together a wide range of information on the performance of students in each school and district in Texas every year. Performance is shown disaggregated by student groups, including ethnicity and low income status. The reports also provide extensive information on school and district staff, programs, and student demographics.

Texas Consolidated School Rating (TCSR) Report provides the following information for each Texas public school district and campus:

  • State academic accountability ratings and distinction designations
  • State financial accountability ratings reported in School Financial Integrity Rating System of Texas (School FIRST)
  • Locally-assigned Community and Student Engagement ratings and statutory compliance statuses

Texas Performance Reporting System (TPRS)

The TPRS, which provides detailed performance results at the school, district, region, and state levels, expands on information previously released in the Texas Academic Performance Reports (TAPR) by presenting performance and participation results by student group. The TPRS also presents detailed results for several postsecondary readiness indicators, including the Texas Success Initiative (TSI), and reports results for AP/IB exams and the SAT/ACT by subject area.

Texas School Accountability Dashboard

Created to give the public easy access to school accountability information, the Texas School Accountability Dashboard provides information about both the state as a whole and each individual district and campus. The charts below report state-level results for
